Rather than waiting any longer to determine the license of the Doxyfiles, I've
gone ahead and rewritten them. I replaced the contents with new configurations
that just contain the non-default options and added the ASL header to these new
files. The patch on AVRO-1727 now has 0 unapproved license files in the source
tarball.
I also posted patches for Ruby, C#, and C++ that I think are ready to go.
