The suggested changes are for the files we use to keep track of licensing
information on third party dependencies. No change to the licensing on the code
itself is needed.
IIRC, the only change [~rdblue] wanted was for me to remove the section that
was added to NOTICE.txt because it isn't required (and thus shouldn't be
present) according to the Avro PMC's view on ASF policies.
