Fix For: 1.9.0
maven 2 is EOL for 3+ years. We shall use maven 3 instead:
* Modify the root pom.xml to enforce maven 3.0.5 (or newer)
* Ensure that the Dockerfile installs the appropriate maven version
* Upgrade the maven version for maven-plugin module (it may require code change
because of the differences between maven 2 and maven 3 API)
