The following note is in the getting started guide for Python:
bq. DatumWriters can be used separately from DataFileWriters, e.g., to perform
IPC with Avro TODO: is this true??
I think it's true, because lang/py/src/avro/ipc.py exactly uses DatumWriters
without DataFileWriters.
