I've read the PAUSE document but couldn't find an official "team" or "org"
account functionality. Instead, the following Q&A suggests two approaches,
i.e., "group account" and "co-maintainer".

I think sharing the same credential is problematic in terms of security and
agility, so I'd prefer the latter approach. Other ASF projects such as
[mod_perl|https://metacpan.org/release/mod_perl] and
[Thrift|https://metacpan.org/release/Thrift] seem to adopt the same model.
If it's OK with you, may I try to upload the Avro distribution to CPAN and set
you as a co-maintainer?
