I've closed the above pull request (#929), now that the Github Actions
(AVRO-3009) change is testing against ruby 2.5-2.7.
If we continue to support the development docker image then it should still be
updated to use ruby 2.5 as a minimum. Note: support for Ruby 2.5 will stop at
the end of March 2021.
