[~Klamer] As you might have seen already I decided to use `git archive .` to
create a compressed file with the content of ./lang/rust/ folder.
PHP and C# do something similar too.
About the release process - in the VOTE email we will have:
* a link to the Git tag for the whole repo
* a link to SVN staging area where the sources (dist) will be uploaded
* in addition we could also have a staging repository at Apache JFrog, but I
haven't seen another Apache project using this yet, so I will not spend time on
it until someone asks for it.
Once the vote passes we will publish the modules to crates.io and bump the
versions to 0.15 in master.
