Summary: Improve the contributions page

The contributions page has been taken from the Wiki, and can be cleaned up to
help onboard new contributors to Avro.
For example, things to think about:
* describing the requirements per-language
* using the docker image to build
* using ./build.sh consistently from any lang/LANG page
* JIRA conventions (including how to set a priority?)
There was some cleaned-up content that can be re-used at:
