Hello!  We have a PR to integrate our builds with the ASF instance of
Develocity (previously known as Gradle Enterprise).

This PR adds an extension to the pom.xml file. This is automatically
deactivated if you don't have a valid GRADLE_ENTERPRISE_ACCESS_KEY in
your environment.  In other words, nothing from your local environment
OR your forks will ever be uploaded without your knowledge. Also note
that this doesn't mean we're moving away from Maven for our Java
builds!

This is a foundation-wise partnership to provide an instance at
ge.apache.org.  You can check out the type of information are in the
dashboards, but it's a pretty nice UI behind the build for our Java
artifacts.

I think this could be a good support tool for our builds with little
downside, but I'd like to make sure the community is aware of the
addition, and everyone has a chance to express their opinion.  What do
you think? We have a bit of time while waiting for a licensing detail
to be confirmed before proceeding.
