Nuget packages should ideally expose their license via a SPDX identifier. See:
[https://learn.microsoft.com/en-us/nuget/create-packages/package-authoring-best-practices#licensing]
Whilst a license file is still supported many tools are now using the spdx
identifer as a preference as it provides a clear declartio of the license that
is machine readable.
The license file can still be included in the nuget package, though only one of
PackageLicenseFile or {{PackageLicenseExpression}} can be specified.
