Hello!  I'm not ready to call a vote on a release candidate :D

But I'd like to practice building the release candidate and give
people a head start on validating the release with an RC0 today... and
update some of the release instructions so this should be an easier
process with an RC1.

It's building on my machine right now and I'm pretty sure it'll
succeed this time!

NOTE: One odd consequence with our release process is that between the
first RC0 and the actual release, `branch-1.12` will be set at version
`1.12.2` and not -SNAPSHOT -- take care over the next few days if
you're building locally!!

You can set MAVEN_ARGS=-Dmaven.repo.local=/tmp/m2 (for example) to
avoid putting non-official snapshots in the local maven repository.

After the build, we can see the Java jars in maven staging, but not
the other SDKs.

Is anyone motivated to write the changelog we send to announce@ ?
