[BAHIR-96] Add release util scripts for Bahir Flink
The release scripts are basically copied from the `bahir` repository, with
adjustments to the `release-build.sh` so that the `bahir-flink` urls are used,
and usage examples follow Bahir Flink's `major.minor` versioning format.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/tzulitai/bahir-flink BAHIR-96
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/bahir-flink/pull/14.patch
To close this pull request, make a commit to your master/trunk branch
