I think Baremaps gave it their best try as an incubator project. They successfully adopted an Apache governance style and release process, and has become a pleasant community. I especially credit Bertil for creating and leading the project, and for making it a welcoming place. But there just aren’t enough regularly active members to become an ASF top-level project. After retirement from the Incubator they can go back to being a GitHub project, making a few releases per year, answering users' questions and accepting contributions. I wish Bertil and team the best, and I’m sure they will be successful.
