Hi I would leave without assignee when nobody's working on the jira. Then the contributor can open a PR and the reviewer can assign to the contributor. I would leave this to the discretion of the reviewer.
Else we may see a bunch on people assigning Jira to themselves whereas they don't work on it (I'm talking with experience about what I saw on some other Apache projects).
