I was unable to achieve my goal due to the GHPRB trigger not exposing the ability to cancel irrelevant builds when PRs are updated https://issues.apache.org/jira/browse/BEAM-3105
Note that I reset the Jenkins jobs to what is checked in apache/master head, the noisy seed job failure e-mails should stop and failures are now valid.
