We have one, actually. It used to be top-level but it was relocated to
here: https://builds.apache.org/view/A-D/view/Beam/

Unfortunately it doesn't really work for a dashboard because of:

 - jobs that have never worked or no longer work
 - precommit is not a meaningful signal, since it is expected to fail most
of the time
 - postcommit should be meaningful, but they are a mix of the runs
requested on PRs and the actual runs against committed code.

So to get a good dashboard here, we first need to address the last bullet,
and then it might be nice to have a view just for postcommits.
