I believe Mark Liu and Lukazs Gajowy had dome some research into this. If I understand correctly, some of the problem is due to dependency conflicts with PerfKit / Beam / Jenkins images, and it may be solved by containerizing the test environment (otherwise, pretty difficult to fix I believe).
