After reading the code,
if ((isRelease(project) || project.hasProperty('publishing')) &&
configuration.publish) {
project.apply plugin: "maven-publish"
I realized that it's including the same plugin conditionally and I just
needed to set the flag to what I was doing earlier. The following command
worked for me.
./gradlew -Ppublishing PublishToMavenLocal
