I ran into this same issue recently as well. It looks like you may have already found the same, but I can say that adding execute permissions did fix the issue for me.
If I recall, adding execute perms lead to another very similar issue where an additional exe required the same fix. Once applied to both, everything seemed to get along fine in my case.
