        The vote will close no earlier than 5 PM PST (UTC-8) on
        Wednesday November 10. It is adopted by majority approval,
        with at least 3 PMC affirmative votes.

        Functionally, this release is expected to be equivalent to
        RC1, with a couple additional cherry-picks:

        Dataflow containers are not available as of this writing, but
        I am releasing them now so they should be available within a
        matter of hours.
