Yeah, we made this move in 2.63 - https://github.com/apache/beam/tree/release-2.63 - because it seems more correct (when we do 2.XX.1 patch releases, we reuse the same branch, so the branch is not actually guaranteed to match the contents of the 2.XX.0 release). That's reversible, so if there are reasons not to do it we can discuss (though I'd suggest a separate thread).
