That includes all the failures which showed up in RC1/2. To your point,
there are also some flaky suites. I did basic investigation for these, and
most looked like test issues, not real problems so I retried during
previous RCs and they went away. I forgot to retry the flakes in RC3
though, thanks for kicking off the retries.
