[GSoC 2026] Cleanup of unused resources

Hello, I'm Hansel Tepal, and along with my mentor Pablo (pabl...@apache.org),
we've decided to disable the Locker resource in order to clean up the
Apache Beam project resources in the next week. If anyone has any
information or knows whether this resource is being used, we would
appreciate it if you could let us know so we can resolve this issue as soon
as possible.
