WEB-INF/validator-rules.xml should not be checked into samples apps

Glauber discovered today that the /WEB-INF/validator-rules.xml files were out
of date (i.e., compatible with Struts 1.2.4 and not 1.2.7) in the netui-samples
app (and the netui-jsf app as well). This file should not be checked into the
tree -- it should get put there during the build.
