This patch has a simple change to add the target attribute to the anchor in the
netui-samples/resources/template/template.jsp page so that the samples page
will load correctly from the sub frame of the Tree Tag sample.
This is a very small change and should be OK for V1 but since it's a minor
issue it certainly can wait since the committers are so close to a branch for
release.
