Repro:
- put the attached page flow directory ("generateIdScope") into a webapp
- hit /generateIdScope/Controller.jpf
- view source
EXPECTED: the netui:span with tagId="bar" renders <span id="n0.bar">
ACTUAL: it renders <span id="bar">
(In the attached page flow, I included MockPortal.jsp... but this isn't really
necessary to demonstrate the problem.
