We need a story for migration from a raw Struts app to a NetUI app. Struts and
NetUI work fine together today, but if you want to make a Struts module into a
page flow, it's very hard. Support for this may include programming model
features (e.g., you can associate pages to page flows explicitly instead of
implicitly by path) and tools to help with migration.
