In order to allow extension and customization of the ControlBeanContext object
associated with a ControlBean instance, the ControlBean constructor should use
commons-discovery to find a factory in the classloader in order to create CBC
objects.
This enhancement just tracks the issue and exists so that the description and
issue number are available in the release notes for 1.0.1
