WSC DRT Failure: Rpc/Encoded attachements failing

There are numerous cases of attachement test failures for RPC/ENC services,
includes the following DRTs:
ImageRpcEncTest.java
MimeMultipartRpcEncTest.java
XmlSourceRpcEncTest.java
All of these failures happen on deserilzation of the response from the
webservice, typically the exception has to do with not being able to find a
SOAPBody tag in the response. Needs a bit more investigation to determine if
this is a WSM or Axis issue.
