compressing the Controls tests

All--

  In an effort to speed-up the Controls tests, I'm going to mash the
"detailed" and "checkin" suites together into a single "checkin"
suite.  No reason to have to start / stop Tomcat twice.

  :)

  If anyone has concerns about this, let me know.
