This is fixed. I found a post from Brett Porter of the maven group at Apache who handled a similar issue and pinged him. He said he still had the issue as well and contacted someone with cvsadmin/root access to update the viewcvs.conf. The permissions for access to the NetUI compiler-core directory are OK now.
