moving o.a.b.c.r.b.webcontext?

 Hey -- how would you feel about moving the new "webcontext" package
from o.a.b.c.r.b to o.a.b.c.r?  Seems to make more sense as a peer to
the rest of those packages than as a subpackage of bean/.

 Thoughts?
