The documentation for the anchor and anchorCell tags just says to put a URL in
it - that is probably technically accurate, but it would be helpful to add a
note to end-users that the parameter tag should be used to make sure that
proper encoding happens rather than putting parameters into the href directly.
I'll attach a proposed patch for this.
