So citations belong to content.xml, bibliographic metadata gets its own file, and I suppose it'd be sensible to embed CSL into the styles.xml file (though this would be the trickier, and more contentious, issue).

As Daniel noted, it should be possible to run the same XSLT on the file archive from an outside XSLT process.

Not sure I quite have the style connection right. It could be that it points directly to the XSLT.
