I have done some tests and the current (version 2) Openoffice bibliographic system and it seems to work with right to left scripts in editing. I copied Arabic text into the edit boxes and right to left operation did seem correct. The Bibliographic Table correctly displayed the Arabic text. Note you need to have the setting Tools-->Options->Language Settings->Languages->Enabled complex text layout (CTL)´=enabled. for support for right to left scripts to work.
