To me, the minimum is, one needs to be able to:

- insert citation (an ID -- ideally a URI -- and source metadata in the package) - chose local rendered style for citation and request rendered string be inserted (there will be a default local style, but variations depending on the position of the citation vis-a-vis other citations, whether the user has chosen to modify the local styling, etc.)
- insert (rendered) bibliography

The second level is to actually allow browsing of a data source from within the word-processor.

Or something like that. I'm distracted with other things ....
