The code for BIGTOP_CLASSPATH has now been committed and is usable within
Tomcat components, and all components that commonly use SQL connectors can now
store them in a single location (this was the primary use case when this
started). We now need to apply that all other components that may require
things to be added to the classpath at run-time...
