In https://issues.apache.org/jira/browse/BIGTOP-1171 we added a puppet based
provisioner , which is superior to the shell one.
Although the shell provisioner is easy to understand, puppet is better. Lets
- comment and document the puppet provisioner so that its equally
understandable to non puppet folks as the shell one and
- delete the shell provisioner
