Summary: Create packaging for Smoke Tests

Now that we have a single directory for the smoke tests, it would be cool if we
could have them yum installable , so that anyone can simply do "yum install
bigtop-smoke-tests", and then they have our smoke tests sitting right there in
their system.
Im not a packaging expert, but if someone wants to outline how this should be
done properly, maybe i can give it a try.
