[~rguo], the download and build parts are already decoupled. The latter clearly
depends on the former. However, it is done by different tasks of the build
system. Your 2nd point is actually incorrect: current logic is using ASF
releases as default, but there's a way to switch to a BOM that uses github (or
something else) if desired. I fill like I am getting confused more and more. If
someone see a flaw in my comments - please point out.
