It needs to be separated exactly like it's described in BIGTOP-1494.
bigtop.mk isn't really a part of the make system - it is just a bunch of
properties written in a file: we won't gain much from replacing it with a
different format. But I am ok to give it a shot in a later time.

improvement, but I am ok to give it a shot in a later time.
