BIGTOP-1553 has introduced new dep on Puppet {{stdlib}} module.
Because we are running {{puppet apply}} with explicit {{--modulepath}}
command-line parameter the following location {{/etc/puppet/modules}} needs to
be added to the modulepath. This is missed from the README file.
