This issue is already addressed by [BIGTOP-1596]
Just run the current bigtop_toolchain puppet scripts. However [BIGTOP-1610]
has to be applied now as well after running the toolchain
If there is another solution for this I will back out [BIGTOP-1596] again for
sure.
