In puppet script, 17020 is used as the default port for namenode which is
different from apache default namenode port (8020). We should change it to use
apache default port to be consistent with apache standards. Also, since this is
a configurable parameter (using puppet extlookup()), user should be able to
specify custom port if they would like to.
