Hi [~evans_ye] without has_ssh vagrant provisioning didn't work at all for me 
for the default debian machine. Maybe something is missing within the machine. 
Unfortunatly this part of vagrant isn't documented at all, AFAIK. I will retest 
today

 I did all the test within a vmware fusion debian instance . The docker-vagrant 
scenario with virtualbox on mac, after [~jayunit100]
