As discussed in BIGTOP-1693 it'd be handy to enforce or at least to make a
check for Puppet version and terminate deployment {{puppet apply}} or modules
installation if the version is lesser than 3.x
The second part is solved by BIGTOP-1693. Let's fix the former.
