Summary: apache mirror selection should be dynamic/configurable

bigtop currently hardcodes one apache mirror. If you are not close to that
mirror, you build slows down quite a bit. The selection should be easy to
overwrite (System property?) or even better automatic.
For out vagrant cascading + hadoop cluster I made something in bash once to do
a geoip based selection: https://github.com/fs111/grrrr Rebuilding that in
gradle should be easy.
