Yarn resourcemanager can be configured HA, but jobs fail when the
resourcemanager does a failover.
Automatically implement yarn.resourcemanager.recovery.enabled=true and
yarn.resourcemanager.store.class=org.apache.hadoop.yarn.server.resourcemanager.recovery.ZKRMStateStore
if yarn resourcemanager is configured HA.
