Since the CI overhaul is the blocker for 1.0 release, I feel there's a strong
need to sync up the progress to Bigtop contributors. Maintaining the overall
progress and checking what has or hasn't be done in JIRAs can give people a
close look what we're doing behind the scene. Bigtoper who'd like to help
building CI and push the 1.0 release forward can also come to help by solving
JIRAs.
