test-artifacts can not be deployed nor verified. the following message is
getting thrown from the maven run:

Indeed https://repo1.maven.org/maven2/org/apache/sqoop/ does have nothing of
the sort. Does Sqoop community still publish 1.4.* artifacts at all?
